本文主要设计了同三公路方正至哈尔滨高速公路段范围内的监控设施。该路段监控系统是一个由三级监控系统组成的具有高性能、多方面的检测手段，直观的数字检测显示、图像监视，完善的紧急电话报警功能，以及能及时、动态地发布警示、诱导信息的监控系统。高速公路监控系统作为高速公路交通工程中的一部分，在高速公路管理中发挥着越来越重要的作用。监控系统通过路上车辆检测器、气象检测器等监控外场设备提供约道路管理者车流量及气象信息，这些信息经过预置的交通控制策略方案处理后，提供给道路管理者，无论信息采集还是信息发布，一条高效稳定的数据通道是监控系统正常运作必要的前提保证。
随着高速公路逐条开通和高速公路网的形成，路网内交通量将不断增长，利用路网交通监控系统，根据交通流、气候、路况以及随时发生的意外情况，对高速公路网的交通流进行适时地指挥，对保证高速公路畅通是非常必要和有意义的。

This text mainly designed the supervision facilities which Fangzheng goes to a scope of Harbin superhighway on the Tongsan Road. The roads segment supervises and control the system is a to be constitute by the x-rated supervision system of have the high performance, various examination means, keep the numerical examination manifestation, the picture surveillance of view, the perfect and urgent telephone reports to the police the function, and in time, a supervision system that releases the alarm dynamiclly and induces the information. The superhighway supervision system is one part within the superhighway transportation engineering, it plays more and more important role in highway management. Regardless the information collect or the information release, An efficiently stable data passage is a premise assurance that supervises and control the system to operate normally. Supervise and control the system provides the road governors volume and the weather information though supervision outfield equipments such as the vehicle detector on the road, weather monitor machine. These information are through the transportation control strategy project that prepare to place after processing.
