摘  要：建筑关系人民生命、财产的安全，关系到国家民族的形象，关系到社会主义现代化建设事业的发展。在加入WTO以后，长沙市建筑业的发展异常迅猛，但整个行业对可能的外部竞争缺少思想准备和技术准备。在质量管理领域，一些建筑施工企业具有较高的质量管理水平，但总体上，长沙市建筑施工企业的质量观念和质量管理水平仍处于较低水平，无法满足社会对建筑施工质量的期望和要求。本文从长沙市施工企业质量管理的现状入手，并通过案例，具体提出和分析了长沙市存在的质量管理问题，并提出了相应的对策。愿本文能为提高长沙市建筑工程质量的管理水平提供有益的帮助。

Abstract: The construction quality not only concerns the safety of property and the people’s life，but also concerns our country' report and modernization．With joining WTO，changsha’s construction industry develops rapidly，but the industry hasn’t repaired for the change in opinion and technology , Despite the quality management in a few top enterprises of the industry 1ie high level，the philosophy and methodology of quality management in most enterprises 1ie low level , That cannot meet the demand from people,first,This author analyzed on the issues of the changsha quality management through case, and also put forward specific proposed and appropriate strategies, I hope the essay can be helpful for improving construction quality management．

质量的优劣，是衡量一个国家生产力发展水平以及技术、经济发展水平的重要标志。建筑工程质量是一个系统工程，它不仅涉及到设计、施工、监理等单位，还涉及了工程建设各方主体的质量责任和义务是否明确．它们的行为是否规范，建设市场是否规范等问题；不仅仅有技术问题，更重要的还是管理问题。
为此，本文着重从施工企业内部和外部两个方面讨论了提高长沙市施工企业的质量管理水平的途径和应采取的措施，并提出具体的对策和方法去处理这些问题。
