摘  要：当前，在建设工程造价方面，长期存在着概算超估算、预算超概算、决算超预算的“三超”现象，同类工程的造价呈逐年上涨趋势，单位造价越来越高，这个问题导致工程投资的严重失控。究其原因是多方面的，但忽视了设计阶段的工程造价管理是一个重要因素。因此，在项目做出投资决策之后，控制工程造价的关键就在设计阶段，加强设计阶段的造价控制，是有效控制工程造价的关键。
通过研究设计阶段对工程造价的影响，指出了设计阶段工程造价控制的重要意义，分析设计阶段工程造价控制的主要问题，提出了在设计阶段进行工程造价控制的措施和建议，以合理控制工程造价，提高工程的经济效益。

Engineering Project Design Stage of The Cost Control Countermeasures
Abstract: Currently, Super estimation, the budget estimate budget and final accounts over-estimation of "SanChao" phenomenon exist in engineering cost of construction for a long time. The cost in engineering projects of the same kind is inclined to rise, which causes the loss of control of the engineering investments directly. There are varied reasons that lead to the present statue, among which the ignoring of the cost controlling in design stage is an important factor. Therefore, after the investment decision, the controlling the cost of the project lies in the design stage. To strengthen the cost control in construction in this period becomes the key to control the cost efficiently.      This paper analyses the problems existed in project design, puts forward the steps of controlling the project cost in phase of design through the discussion of the affection of design to the cost of the project, so to affect the design reasonably and to increase the economic benefits of the project program. 1.3.1 研究目的
  在项目中设计最优方案,获得最大的经济效益和社会效益。
1.3.2 研究内容
    利用价值工程对设计方案进行评估，进行限额设计，搞标准化设计，使工程项目的功能与工程项目的成本之比达最优值，提高投资的经济效益。
1.3.3 研究方法
(l)图表法
研究模型本身可能具有一定的专业和抽象性，但模型得到的结果及图表表达则是具体的，而且是浅显易懂的。本文在研究过程中，采用许多图表，力争以最浅显的语言和方式来有效说明问题。
(2)定量分析法
在对模型进行研究时，需要进行一定量的数据分析。将具体的数据代入到一定的公式中，得出的结果非常直观。
    (3)归纳法
在设计阶段成本控制和成本合理性研究过程中，采用了归纳综合的方法，从零散的工作经验中归纳出共性的方法，以达成研究的目的。
