摘  要
历史经验表明，产业发展是工业化进程的主要动力，在城市远郊或近郊区域，产业化和城市化协同发展，能缓解老城区的城市压力又能促进新陈健康发展，因此产城一体化的发展路径是工业化发展的必然选择，是国家和地方经济，社会发展的重要推手，是城市发展的主要手段之一。
2003年以前，云南省作为国家西部多民族边疆省份，政府主要侧重于促进民族团结、边疆安宁，因此经济发展相对东部较为落后，2003年10月云南省委政府提出工业强省战略，大力推进全省的工业化进程，2011年又提出了打好园区经济，民营经济和县域经济三大战役，推动云南科学发展、跨越发展、和谐发展。云南省工业投资控股集团作为全省重点骨干型国有投资企业，积极响应省政府的号召，参与到全省的工业园区投资开发建设中，从2006年以来，先后在昆明、曲靖、昭通、大理等地成立了二级公司参与工业园区的投资开发工作，几年来取得了较好的经济效益、社会效益和政治效益，为全省的经济发展作出了重要贡献，也积累了丰富的投资经验。笔者所在的企业正是其中的一员，本项目处于云南省昭通市中心城市郊区，项目也是走产城一体化的路径，从产业发展出发，利用产业发展创造的就业机会和聚集效应，集生产、生活、生态为一体，使产业发展、居住建设、公共配套服务实现基本同步，以产兴城、以城带产，进而实现产城共融，从而推动地方的经济、社会、城市化协同发展。项目从2011年实施以来总体进展基本顺利，但是受国家宏观经济下行和房地产市场变化，特别是十八大以来，国家的相关政策变化的影响，项目投资开发面临一些困难和问题，项目的实际目标与预期目标有较大差距，项目的投资风险逐步显现。笔者作为项目的主要负责人深感焦虑，本文从产业的发展成长理论、项目投资风险管理理论等相关理论为基础，以本项目和国内相关项目发展实例剖析的方法，从战略发展和投资风险管控的角度进行分析和探讨，以期突破项目目前的困境，寻找新的发展路径，探索西部经济落后地区在新形势、新常态下产城一体化建设的新理论，对新型城镇化的建设也有一定的参考价值。

Historical experience shows that the industrial development is the main power of industrialization process, or suburban area in city exurb, the coordinated development of industrialization and urbanization, to alleviate the pressure of the old city and promote the development of the new jian-kang Chen, so the development of the city integrated production is the inevitable choice of industrialization development path, is the national and the local economy, the important driving force of social development, is one of the main means of urban development.
2003 years ago, Yunnan province as a national multi-ethnic frontier provinces in the west and the government's main focus on promoting national unity and frontier peace, so relative to the eastern economic development is relatively backward, in October 2003, Yunnan provincial government put forward the strategy of industrial province, promote the industrialization of the province, in 2011 and put forward the play park economy, private economy and county economy 3 big battle, promote scientific development in Yunnan, spanning development, harmonious development. Yunnan industrial investment holding group as the provincial key GuGanXing state-owned investment enterprise, actively respond to the provincial government's call to participate in the construction of the province's industrial park investment and development, since 2006, successively in Kunming, Qujing, Zhaotong, Dali and other places set up secondary company involved in the investment and development of industrial park, over the past few years has achieved good economic benefit, social benefit and political benefit, made important contributions to the province's economic development, also has accumulated rich experience in investment. The author's own enterprise is one of them, the project is at the core of Zhaotong city in Yunnan province city suburbs, city projects and production integration path, from the industrial development, the use of industry development to create jobs and gathering effect, set production, life and ecology, the industry development, residential construction, public service to realize basic synchronization, to revitalize the, to the city belt production, achieve production city communion, so as to promote local economic, social, and the coordinated development of urbanization. Project from 2011 since the implementation of the overall progress in basic smoothly, but the national macro economic downturn and the real estate market changes, especially since the 18th, the impact of the change of relevant national policies, project investment and development faces some difficulties and problems, the actual goal and the target of projects is larger difference, project investment risk gradually revealed. The author becoming anxious as head of the project, this article from the city integration, based on the theory of property and risk in the project and the domestic related project development instance analysis method, from the perspective of strategic development and investment risk control is analyzed and discussed, in order to break through the project currently, looking for a new development path, to explore the western economic backward area under the new situation, the new normal production city, integration of the construction of the new theory on the construction of the new urbanization also has certain reference value.
