摘 要：小额信贷是完善农村金融体系的一种选择，它是将组织制度创新和金融制度创新的信贷活动与扶贫到户项目有机结合成一体。目前我国小额信贷的发展正处于转型时期，正由以前传统的福利主义小额信贷转变为制度主义小额信贷的普惠金融。如何扩大覆盖面同时保持自身机构的可持续发展，如何降低交易成本，在追求利润过程中不会偏离服务穷人的目标，是本文讨论的重点。

Abstract: Microfinance is a kind of choice to improve the rural finance system.It organized system of innovation and innovative financial system of credit activity and poor households combine into one project. At present the development of microfinance in China is in during the transition period. The traditional welfare from the previous microfinance into a system of microfinance inclusive financial doctrine. How to expand coverage while maintaining the sustainable development of microfinance. How to reduce the transaction cost.
