摘要
全球贸易理念中的福利准则提示了在相应的要素中，自由贸易能把某个国家国民收入最大化，同时可以让其实现最大空间的整体消费水平。但是建设在自由贸易观点上的针对效率的准则一直未持续知道政府展开贸易战略的拟定。却是将出口补助，进口配额等维护思想的贸易战略却被全球各国普遍采纳。如此就表明出口补贴战略后面深入的经济根基及政治思想。这篇文章先对补贴和出口补贴的意义做了研究，且提出其对经济带来的平常的作用。针对本国政府所执行的补贴举措，本国福利顺准的福利水平的改变的关键条件取决于外国是不是报复。本文最终再次深入剖析了反补贴举措和它对经济的作用。

ABSTRACT
The principle of welfare in international trade theory suggests that free trade can maximize a country's national income under certain conditions and can bring it to the maximum possible level of total consumption.However，the efficiency-based principles based on the ideal of free trade have not always guided the government to the formulation of trade policy.Instead，protectionist trade policies such as export subsidies and import quotas are widely adopted by countries around the world.This shows the profound economic roots and political considerations behind the subsidies.This paper first analyzes the implications of subsidies and export subsidies，and points out their general impact on the economy.Whether foreign countries retaliates for the subsidy measures implemented by their own governments is an important factor in determining changes in their welfare level.Finally，this paper further analyzes the countersubsidy measures and their impact on the economy.
