对企业而言,员工培训是企业最宝贵的资源,也是企业的“生命线”｡如何做到企业员工培训与经济效益具有良好匹配?如何做到事得其才,人尽其用?如何在满足企业效益的同时又兼顾企业职工的需求?如何能在瞬息万变的时代使企业与社会环境相适应并且处理好随时变化的员工培训?这一系列的问题都是需要亟待解决的问题｡
为了解决上述问题,使企业在激励的市场竞争中立于不败之地,设计并开发出一套适合企业员工培训管理特点,又符合我国企业管理实情的员工培训管理信息系统 (HRMIS)就显得尤为重要｡

Abstract
With the closing on day by day of the information-based tide and successful accession to the WTO, enterprises mechanism of management is changeing fundamentally. wanted survices in the environment of fierce market competition,enterprises must utilize effectively of combine talent,time,information and must carry on enterprise's internal reforms and strengthen business administration effectively . For this reason ,It's imperative to build the management information system of enterprises Depend on the modern information technology and management theory.As to enterprise, staffs training is the most valuable resource and " lifeline ". How to make sure enterprise's staffs training and economic benefits are matched well? How make sure thing have their just , people their spend to the limit? How to give consideration to the enterprise worker's demand again while meeting enterprise's benefit? How can make enterprises in conformity with social environment and handling the staffs training changing at any time well in fast changing era? The serises of problems are all to need to be solved urgently. In order to solve above-mentioned problems , make enterprises establish in an unassailable position in the stinging market competition.It become very important that design and develop one set management information system ot staffs training that suitable for enterprise's staffs training and according to characteristic of management.
