为了使行政单位充分发挥网上招标系统的优势,降低招标成本,确保招标过程的公开化和透明度,我们开发了一个适用于行政单位使用的“基于XML的网上招标系统”。
本文以系统设计的总体构思为基础,充分分析了行政单位网上招标的功能需求,在探讨XML和JAVA技术的基础上,讨论了XML与JAVA的完美结合,提出了基于XML与JAVA构建网上招标系统的Web体系结构,以及利用JAVA和XML技术实现分布式存储的有效方法,并具体完成了系统管理和招标过程管理部分的功能实现。
本系统是基于XML的网上招标系统,其特色之处在于针对目前在电子政务系统中主要通过HTML进行电子数据交换的弊端,采用了XML技术,这在很大程度上克服了HTML在机器之间交流方面存在的局限性;此外,该系统在构建动态网页时采用了ASP技术,该技术在安全性、简便性、兼容性、可重用性等方面都具有无可比拟的优势。

In order to take the advantage of its Scale-Purchasing and lower its production cost as well as insure the process into the open and transparent ,”the biding and purchasing online system which is based on XML” adequate for administrative units is developed.

Based on the collective conception of system design, this text completely not only discusses the function demand of biding for administrative units online, but also engages the perfect combination of HML and Java Technology .Furthermore, the web system construction for biding and purchasing online system which is based on XML and Java Technology ,the solution for realizing distributive storage through XML and Java technology are introduced .Thereby the functions of system management and management part for biding process could come true.
This system is characterized by adopting XML technology, which mainly solves the weak points which produces while electronic data are interchanging in recent electronic business system. In large sense, it greatly overcomes the limitations of HTML while communicating through machines. Besides these, referring to establishing the animated web page, this system prefers to ASP technology. Compared with JSP technology (nowadays used frequently), ASP has its own unparalleled merits on security ,compatibility ,reusability and etc.
